Customs faces a number of management challenges as a result of the increasing global trade. Facilitating cross border vehicle managements is one of the most significant transportation challenges. The associated challenges include low visibility, security issues, low operation efficiency, etc.
In particular, the smuggling and border delays could undermine the trade relationships that are vital to the economic well-being, unless border crossings can combine security with efficient movement.
Objectives
To build a dual-tag RFID system for identifying the border crossing vehicles and drivers; the vehicle tags and driver tags are mounted to the vehicle windshield; a vehicle and driver register database will be deployed.
To improve the quality of customs operations: simplification and automation of customs clearance, full collection of customs payments, curbing smuggling, strengthened efficiency of fighting against customs smuggling, etc.
Components
Automated Customs Clearance System includes 5 components as follows:
◇ Automatic Vehicle Identification system: identify the vehicle, check if the vehicle clearance is granted, and update the arrival and departure record.
◇ Driver ID System: automatically identify the drivers, check if the driver clearance is granted, and update the arrival and departure record.
◇ H883/EDI System: automatically read data on the list of declaration and the result of customs examination; check if a centralized declaration for customs clearance is pre-recorded.
◇ Automatic Weighting System: collect the vehicle and cargo weight information, and check if it is consistent with the customs declaration.
◇ The vehicle receives a green light if customs clearance is granted, or a red light if not.
Workflow
Pre-filing the EDI document would allow the customs officials to use internal criteria to determine whether the driver and vehicle are in compliance with admissibility criteria while the vehicle is still in transit.
As the vehicle approaches the border, the RFID reader transmits a transaction identifier to the Customs computer systems. Upon arrival, the vehicle receives a green light if clearance is granted, or a red light if there are missing data or need for cargo examination.
